Water is the best moisturizer for hair. Water based moisturizers can be identified by looking at the ingredient list where “water” is listed first. Water based moisturizers penetrate the hair shaft and create suppleness. Oil moisturizers seal in moisture and should only be applied after a water based moisturizer.
